All employees shall be provided opportunities for the development of increased competence beyond that which they may attain through the performance of their assigned duties.

The superintendent shall provide the staff with opportunities for professional growth by the following methods:

1. Release time for attendance at professional meeting.
2. In-service program of institutes and professional meetings.
